DEFINITION OF DUTIES:
Under minimal direction and supervision, the Finance/Payroll Specialist is responsible for the processing of payroll, ensuring the accuracy of payroll-related information; generating payroll checks in accordance with established district, state and federal requirements and providing up-to-date reference materials for review and audit. Must excercise the highest level of professional ethics and deal professionally and diplomatically with highly confidential and sensitive information and issues.
Responsibilites - Prepares payroll for 250-300 employees to include:
- Work with Human Resources in the intake and the onboarding process with all new employees.
- Set up and maintain all employee information in Infinite Visions, Frontline, PERS EDX, and OEBB.
- Accurately determine and make changes for withholdings, insurance, voluntary deductions, leaves, experience, certification and salary.
- Balance and upload information from AESOP/VeriTime/Frontline into the IV's payroll software program.
- Maintain all court ordered disbursements and respond to interrogatives.
- Prepares checks, direct deposits and pay vouchers for separation and distribution to schools or departments.
- Balance and prepare remittance for monthly withholdings to appropriate vendors.
- Comply with all payroll tax requirements and work with tax agencies to resolve any outstanding issues.
- Process and prepare all monthly, quarterly and annual reports. Process and file W-2’s.
- Research and respond to inquiries from district staff on payroll questions up to and including insurance and PERS.
- Reconciliation of leave accounting.
- Process unemployment claims.
- Complete employee verifications.
- Maintain payroll employee files.
- Serves as district liaison with the workers’ compensation insurance company. Provides and follows up on claim information and documents. Stays current on and coordinates benefits, programs and reimbursements.
- Has a strong understanding of state and federal employee leave laws and district leave administration, and works with employees to properly identify appropriate leave procedures.
- Answer questions from retirees and support them through the retirement process.
- Prepare contracts and notices of employment for classified staff.
- Prepare materials for external or internal audits.
- Works with the Business Manager during budget preparation and negotiations.
- Organize annual insurance open enrollment.
- Fulfills other related duties as assumed or assigned.
QUALIFICATIONS:
- Any combination of education in accounting and/or experience in payroll which would provide the desired skills, knowledge, and ability required to perform the job.
- Public experience preferred.
